A total of five applicants have submitted their applications for the tender announced for this concession. Now the Ministry of Transport is reviewing all the received applications for participation and will rank them based on the submitted references. The first four most suitable applicant groups will be invited to the next phase of the procurement procedure, which will be a competitive dialogue. Global players named in the application procedure have submitted their applications in the field of PPP projects. The composition of the various consortia consists of significant Czech and foreign construction companies, as well as renowned international investment funds. As part of the public-private sector cooperation, the sections Opatovec - Staré Město (16.6 km) and Staré Město - Mohelnice (18.2 km) on the D35 highway will be designated. The selected concession company will be responsible for operating and maintaining the 17 km section between Opatovec and Litomyšl, which will otherwise be developed differently than the PPP model. A record budget is allocated for roads, bypasses, and railways. More than 160 billion crowns are planned to be spent by 2025. “We intend to complete the D35 e-vignette highway by 2029, which connects Bohemia and Moravia.”
The last two sections, totaling 35 kilometers in length, will be implemented and financed through public-private sector cooperation. The construction cost of these is estimated to be about 35 billion crowns,” stated Martin Kupka, the Minister of Transport. The D35 highway is not only one of the most important transportation corridors in Czechia, connecting parts of the country from east to west, but also connects to the TEN-T network and international “E” roads. Upon completion, it will not only provide relief to towns and villages along the current route 35 but also to the overburdened D1 e-vignette highway. This year, the D35 highway will be the most extensively built route in Czechia. By the end of the year, six sections totaling 35.7 kilometers will have been started by ŘSD s.p. In total, 64 km will be under construction simultaneously. In the coming years, the commencement and completion of the remaining 52.7 kilometers are planned.
