Road toll and e-vignette

In Romania, the road toll system differs significantly from the practice of neighbouring countries, as not only motorways but also the use of the national road network is subject to a fee. This fee must be paid as a single charge, so the Romanian e-vignette and the fee for using other public roads cannot be purchased separately.

The combined e-vignette and road toll is called the “rovinietă”. It is mandatory on all motorways (A), expressways (DEx), national roads (DN) and European roads (E), regardless of how long the vehicle uses them: driving even a few hundred metres gives rise to an obligation to pay. A rovinietă is not required on county roads (DJ), communal roads (DC) and forest roads, nor on the urban built-up sections of national roads, between the entry and exit signs.

The payment obligation is structured by vehicle category:

  • Category A – passenger vehicle with a maximum of 9 seats and a maximum authorised total weight of 3.5 tonnes
  • Category B – goods vehicle with a maximum authorised total weight of 3.5 tonnes

The rovinietă must already be valid at the moment of entering the country, therefore the online payment must be completed before starting your journey.

Types of rovinietă

For passenger cars and light commercial vehicles (categories A and B) the following validity periods are available:

  • 1-day rovinietă
  • 10-day rovinietă
  • 30-day rovinietă
  • 60-day rovinietă
  • 12-month rovinietă

* There is no 7-day rovinietă for passenger cars – the closest validity period is the 10-day one.
* No separate rovinietă is required for a trailer (trailer, caravan): the legislation considers the motor vehicle and the trailer towed by it to be a single vehicle, and the fee applies to the towing vehicle.
* The currently applicable tariffs are uniform and independent of the vehicle’s engine type. The introduction of tariffs differentiated according to emission standards, as well as the distance-based road toll system for goods vehicles over 3.5 tonnes, has been postponed to 1 October 2026; this does not affect passenger cars.

The system displays the toll calculation once the information relating to the vehicle and the journey has been entered.

ℹ️ Online purchase and required data

Payment of the road usage fee is made online. Registering the vehicle takes only a few minutes. The following data is required:

  • Registration number
  • Country code (nationality plate)
  • Chassis number (VIN)
  • E-mail address
  • Mobile phone number

When placing the order, you must enter the vehicle’s registration number and the country in which the vehicle is registered, then select the start date and duration of validity.
The system requests an e-mail address and a mobile phone number for contact purposes. The mobile phone number is required because the link to the certificate is also sent by SMS, thus ensuring that the user receives the certificate even if delivery of the e-mail is obstructed for any reason.

Upon successful payment, the system sends a receipt and a QR™ SMS code containing the vehicle’s identification data and the validity period of the purchased entitlement.

Please have your vehicle registration certificate ready for the purchase, since – unlike in other countries – in Romania the vehicle’s chassis number must also be provided during registration; the registration number and the chassis number are also required for subsequently checking validity.


⛔ Fines

The legislation (OG 15/2002) sets out in detail the fines to be expected if someone uses the toll road network without a valid rovinietă:

  • For passenger cars, the fine ranges between 500 and 1,000 lei.
  • Paying the fine does not exempt you from paying for the rovinietă.
  • Enforcement is fully automated: it is carried out by fixed and mobile licence plate recognition cameras, without stopping the vehicle.

Here, through the registration portal, the required road toll certificate can be obtained online in just a few minutes, and it is recorded in the official database of CNAIR – the National Company for Road Infrastructure Administration of Romania.

Components of the registration service

With us, the rovinietă is available together with the Comfortia and Auxil services; their fees are included in the registration fee.

Under Comfortia – if you mistyped the details when placing your order – we will change the licence plate number, the country of registration, the vehicle category, the destination country or the start date of validity once, free of charge; the system checks for obvious typing errors automatically and, if necessary, manually as well. At least 24 hours before the start of validity, the order can be cancelled and the full amount refunded, with the exception of the annual e-vignette.

Under Auxil – should you receive a fine for a reason related to your order – we provide legal assistance within 180 days of the order: we act as your authorised representative before the competent authority, submit an appeal, and initiate a payment deferral or a reduction on equitable grounds. In justified cases, we may also reimburse the amount of the fine, up to a maximum of EUR 300.
